Indian security agencies have thus far focussed on terrorism by Pakistan-based jehadi groups. However, the attempted assassination of an Israeli diplomat in New Delhi on February 13, allegedly masterminded by Iran, poses a new type of security-cum-diplomatic challenge, whose ramifications Indian security and counter-intelligence agencies may not have fully realised. Shankar Roychowdhury argues that India was not the intended target, but merely the battleground for a clash between Israel and Iran. Such “third-party terrorism” is likely to recur unless India ”acquires a firm no-nonsense makeover of preventive action”, sending out an an unequivocal message about the sanctity of Indian territory.
